Excerpts from the TV Licence Act
Section 21: Decisions by Radiotjänst in matters of reconsideration referred to in section 15 may be contested by appeal to a common administrative court. In such proceedings, Radiotjänst shall be the opponent of the individual concerned. In other cases Radiotjänsts decision shall be final.
Appeals to the County Administrative Board are subject to review dispensation.
Any appeal against the decisions referred to in the first section of subsection one notwithstanding, Radiotjänst shall amend the decision if it is manifestly wrong. This obligation does not apply, however, if the appellant requests that the decision shall not apply for the time being or if Radiotjänst has transmitted the documents in the matter to the County Administrative Court.
Section 9: On being informed, through registration or otherwise, about a person's possession of a television receiver, Radiotjänst insofar as possession entails liability for a charge, shall make a decision in this matter and at the same time determine the TV Licence fee periods to apply to the payer. Radiotjänst shall give the payer written notice of the decision.
Section 2a: The possessor of a television receiver shall pay a TV Licence fee for the receiver to Radiotjänst i Kiruna AB.
Section 15: Radiotjänst shall reconsider a decision concerning liability for a TV Licence fee and the imposition of charges under this Act if the person whom the decision concerns so requests or if there is otherwise reason for doing so. If a request for reconsideration has been received by Radiotjänst more than four weeks after the day by which the TV Licence fee should have been paid, Radiotjänst shall amend its decision only if it is manifestly wrong. A request for reconsideration does not derogate from obligation to pay the amount of a TV Licence fee which has fallen due for payment.
The provisions of subsection one shall be indicated in decisions concerning liability for Tv Licence fees and imposition of TV Licence fees.
Section 8: A person becoming the possessor of a television receiver and liable to pay a TV Licence fee for the possession shall register possession with radiotjänst within 15 days.
Section 22: Fines are imposed on those who intentionally or unwittingly
- neglect to comply with the duty to report as stipulated in section 8, subsection 1 or 2.
- provide incomplete or incorrect details in a report as described in section 8, subsection 2, or
- provide incorrect details in the fulfilment of their duty to report as described in section 8, subsection 3.
The provisions of subsections 2 and 3 shall not apply if the action should be subject to a sanction as laid down in the penal code.
Section 11: A TV Licence fee shall be paid until the date the payer notifies Radiotjänst that the possession of a television receiver has ceased. Any charge referring to time subsequent to the receipt by Radiotjänst of such notification should be refunded to the payer. Amount of less than 150 SEK, however, shall not be refunded.
